A mark that has dulled or softened the film is a topcoat tolerance problem — a chemicals-against-chemistry issue. A mark that has soaked through a thin film into the concrete is a coating thickness problem, and it is the only one that is genuinely permanent, because the oil is in the slab rather than on it. The test is simple: wipe the mark with a suitable cleaner. If the film is intact underneath, the stain never reached the concrete; if the mark stays and the sheen around it is gone, the film has taken damage.

Every resinous floor sold into this market arrives with a chemical resistance chart, and the legend is the part nobody reads. The four entries mean this: LT means long-term exposure — the chemical can stay in contact without a deadline. A number is an exposure limit in hours, so 72 means the spill must be cleaned within 72 hours and never left standing. SS means splash and spill, which requires daily clean-up of any contact. NR means not resistant, and that chemical should not touch the floor at all.
In practice, LT means contact beyond 72 hours without damage, and SS means the spill has to be cleaned within 24 hours. The practical move is to inventory what actually reaches your floor — brine and de-icing salt, motor oil and anti-freeze, brake fluid from a project car, battery acid, paint thinner, bleach — and check where each one lands. Chemicals rated NR do not get to sit on the concrete of the slab; they belong in a containment tray on a shelf, which costs a fraction of a recoat.
Two more things to ask about before work starts. First, the safety paperwork: under OSHA's Hazard Communication Standard, 29 CFR 1910.1200, the Part B component of these systems contains 4-Nonylphenol and 4-tert-Butylphenol, so curing floors need ventilation and anyone mixing needs gloves and eye protection — ask what protection is planned in your garage. Second, the system build: where acid resistance is a real requirement, a Novolac epoxy base is the material that carries the higher ratings, and the topcoat still decides how the floor performs against brine and oil day to day.
Three scopes, cheapest first. A stained but chemically sound film is cleaned, degreased and treated with a new topcoat over the existing build — this is the only version that does not involve grinding. A softened, etched or dulled film gets ground back to a CSP 3 to 4 profile and rebuilt, because a topcoat will not bond reliably to a degraded surface. A slab that has been soaked with oil is the hardest case: the contamination sits in the top fraction of the concrete, so mechanical preparation has to remove that material before a bond is possible at all.

Compare any partial re-coat quote as a per-square-foot figure against the $5.00 to $15.00 professional range, and ask the same three questions: how many layers, what dry film thickness the system will finish at, and whether the price includes mechanical grinding to a CSP 3 to 4 profile. Without the grinding, a cheaper number is not comparing like with like.
Start with the mildest route and stop when the floor stops improving: a degreasing cleaner for surface marks, then a stain-specific treatment for anything that has gone into the film. If the mark survives everything and the sheen around it is gone, the film has been damaged rather than stained — that is a topcoat or a rebuild job, not a cleaning one.
Tracked-in brine and ice-melt chemicals are the worst of the common exposures here, because they arrive concentrated and land on the same contact patches every winter. Look for them in the resistance chart under the LT column — long-term contact. If they land in the 72-hour or SS columns instead, the floor has to be cleaned on a schedule, not when you get around to it.
The base coat decides acid resistance and the topcoat decides everything else. Where strong acids are a real exposure, a Novolac epoxy base carries the higher ratings, with a UV-stable polyaspartic topcoat over it. Ask to see the resistance chart and where your specific chemicals land before the work is specified — and note that Part B of these systems contains 4-Nonylphenol and 4-tert-Butylphenol under 29 CFR 1910.1200, so ventilation during the cure matters.
